New Delhi: The High Powered Enquiry Committee (HPEC) constituted by the Supreme Court of India to examine the July 2026 violence at Jantar Mantar in Delhi and incidents at places outside Delhi has launched a dedicated portal to receive complaints, representations, information and suggestions from affected persons and other stakeholders.

The portal, hpec.nic.in, has been created for the convenience of those affected by the incidents, including police personnel, according to information issued by the HPEC through PIB Delhi on October 17.

The committee will examine all issues referred to it under paragraphs 12 and 13 of the Supreme Court’s order dated August 18, 2026, as well as paragraph 5(i) of its order dated September 10, 2026.

The HPEC said priority would be given to matters relating to the use of pellet guns, targeted violence and harassment of female protestors, and allegations of excessive violence and destruction of property from either side.

The portal has also been designed to provide protection to vulnerable witnesses. Affected persons can choose to keep their identities confidential and undisclosed while submitting complaints or representations.

Those affected by the incidents, as well as other stakeholders, have been encouraged to upload complaints and representations through the applicable formats available on the portal.

The HPEC has also invited any person who wishes to provide information or suggestions on the issues referred to the committee under the Supreme Court’s August 18 and September 10 orders to use the portal.

Those who prefer to submit complaints, representations or other relevant material physically can do so at the HPEC office at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi-110002.

Physical submissions will be accepted between 2 pm and 4 pm on working days.

Submissions can also be sent by post to the same address or through email at hpec2026.enquiry[at]nic[dot]in.

The announcement was issued by Srinivasa Kammath, Member Secretary to the High Powered Enquiry Committee.
