Rodrigo Duterte, the former leader of the Philippines, has been arrested on murder charges in connection with his controversial anti-drugs campaign. Arriving in the Netherlands on Wednesday, Duterte is set to be handed over to the International Criminal Court (ICC) to face allegations of crimes against humanity.
