Complaint Filed Against Karnataka Chief Secretary Shalini Rajneesh, Former Chief Secretary Rajneesh Goel Alleging Encroachment in HSR Layout
Bengaluru, June 16: A complaint has been submitted before the Bengaluru Metropolitan Task Force (BMTF) seeking registration of an FIR against Karnataka Chief Secretary Shalini Rajneesh and former Karnataka Chief Secretary Rajneesh Goel over alleged encroachment of a public footpath and civic land in HSR Layout. The complaint was filed by T. Narasimha Murthy and submitted to the Additional Director General of Police and Station House Officer of the BMTF.
According to the complaint, the two officers are joint khata holders of property No. 14C, 1st B Main Road, MCHS Layout, Sector 6, HSR Layout, Bengaluru. The complainant has alleged that the occupants extended their use beyond the sanctioned property boundary and encroached upon a public footpath vested with civic authorities. The complaint further alleges that permanent steel-frame structures were erected on the disputed portion of the footpath, allegedly obstructing pedestrian movement and restricting public access.
The complainant has also alleged that the residential property, originally allotted by the Bangalore Development Authority (BDA), has been commercially exploited through rental use. The complaint cites BBMP e-Khata records showing the property’s usage as “Own and Rental” and alleges that the property has been rented out in violation of allotment conditions applicable to BDA-allotted sites.

As part of the complaint, the petitioner has submitted documentary material including a BBMP e-Khata certificate and photographs which, according to the complainant, show the alleged encroachment and structures on the public footpath. The complaint invokes provisions of the Greater Bengaluru Governance Act, 2024, and the Bharatiya Nyaya Sanhita, 2023, seeking criminal action and investigation.
The complainant has requested the BMTF to register an FIR, conduct a detailed spot inspection and survey, remove any structures found to be illegal, restore the footpath for public use, and refer the matter to relevant authorities for examination of alleged violations of allotment conditions and service conduct rules.
The complaint states that it was submitted in the presence of members of the media and argues that public officials, irrespective of rank, should be subject to the same legal standards as other citizens.
The Bengaluru Live sought a response from Karnataka Chief Secretary Shalini Rajneesh regarding the allegations contained in the complaint. However, no response had been received at the time of publication.
