Record 23 Lakh E-Khata Issued in Bengaluru: D.K. Shivakumar Announces ‘Namma E-Khata’ Drive from May 16

Bengaluru: Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar announced that over 23 lakh e-khata certificates have been issued within the Greater Bengaluru Authority (GBA) limits, calling it a record achievement in the country.

Addressing a press conference at Vidhana Soudha, he said the government will launch a major outreach campaign titled ‘Namma E-Khata’ from May 16. Under this initiative, open-house counters will be set up at around 50 locations every Saturday across the city to assist citizens with property documentation and khata-related issues.

He stated that the campaign aims to provide a “land guarantee” to citizens by ensuring transparent and accurate property records. To avoid overcrowding in BBMP offices, the counters will be set up in government and private schools, with 5–10 counters in each zone, depending on demand. Around 5,000 grievances are expected to be resolved every week.

Officials will verify documents on-site, and in cases of discrepancies, revenue officers will conduct field inspections. Applications will be resolved within 15 days, he said. Citizens will be able to access records digitally using Aadhaar-linked details, including property sketches, GPS mapping, and photographs.

Major Milestones and Digital Push
Shivakumar noted that over 10 lakh digital khata copies have already been sent via WhatsApp, and physical copies will be delivered to households. He added that the initiative has received national recognition, including a Gold Award for e-Governance from the Centre.

He highlighted that 37,480 flats have been issued Occupancy Certificates (OC) and that khatas for apartments with valid documentation will be processed automatically. Around 200 personnel worked for 10 months to complete this large-scale digital transformation, costing approximately ₹2 crore.

‘B’ to ‘A’ Khata Conversion Drive
A special campaign will also be launched to convert ‘B’ khatas into ‘A’ khatas, with around 7,000 applications already processed. Once dues are paid, khatas will be issued, potentially generating ₹300 crore in revenue. Each application will be cleared within 15 days, he said.

To curb corruption, Shivakumar said services will be delivered door-to-door, reducing the role of intermediaries. He acknowledged complaints about bribe demands ranging from ₹5,000 to ₹10,000 and said strict measures are being taken to ensure transparency.

Public Response and Clarification
The Deputy CM stated that resistance to the initiative is mainly from those with incomplete or irregular documents. “Those with valid records have nothing to worry about. We are ready to provide full accountability,” he said.

He added that Bengaluru, as a global city, requires clear and reliable property records, and the initiative is aimed at simplifying legal ownership and enabling citizens to access loans, approvals, and civic services without hurdles.

Applications under the scheme will be accepted immediately, and eligible cases will be processed on the spot, while others will be guided on required corrections.
