Buildings’ collapse: BBMP suspends multiplex plan at ‘Kapali’ site

Commissioner orders inquiry by Special Commissioner (Projects), compensation to building owners

Within 12 hours of 2 buildings collapsing near an upcoming multiplex at the old Kapali theatre site on Tuesday,  BBMP has suspended the building plan.

There were fortunately no casualties as the fire department and the police had evacuated the buildings.

BBMP Commissioner N Manjunatha Prasad ordered suspension of the multiplex plan after visiting the spot  on Wednesday morning.

“The BBMP Special Commissioner (Projects) has been told to conduct an enquiry into the buildings’ collapse and submit the report in two weeks. Until then, the sanctioned plan has been kept under abeyance,” Prasad said.

The Commissioner also ordered compensation for the building owners who lost their property in the incident. “The compensation has to be borne by the agency which had undertaken the construction at the Kapali theatre site. Further, the  Joint Commissioner (West) has filed an FIR against the  construction agency for negligence. I will also speak to the police commissioner to see that strict action is taken against those who neglected precautions while undertaking the digging work,” he added.
The Commissioner said that following the demolition of Kapali theatre, BBMP had sanctioned a building plan for a four-basement, ground-plus-five floor structure.

‘Retaining wall incomplete’

“As per the procedure, while undertaking the digging for four basements, the agency should have constructed the retaining wall at all four corners, but while inspecting the location I saw that the retaining wall was constructed only at two locations while at the third location half of the retaining wall was constructed and work was abandoned due to the ongoing Covid crisis. This is negligence of the owner of the site which has resulted in the soil getting loose during the rains. As a result, two buildings have collapsed,” Prasad said.
