Bengaluru: Karnataka Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar on Saturday said citizens in Bengaluru can now convert their property records from ‘B’ Khata to ‘A’ Khata without paying bribes, while also receiving E-Khata services directly at their doorstep through the government’s special campaign titled “My E-Khata, My Hakku.”

Speaking after visiting the campaign centre launched at National Public School in Horamavu under the Bengaluru East City Corporation limits, Shivakumar said the initiative would benefit nearly 7 lakh property owners across Bengaluru.

“Citizens Happy With the Initiative”

The Deputy CM inspected the ongoing verification process, interacted with citizens and heard public grievances before addressing the media.

“People are happy because they can now get their E-Khata and convert B-Khata properties to A-Khata without paying even a single rupee as bribe,” Shivakumar said.

Digital Records Linked With Registration System

He explained that the new E-Khata system would include:

Property owner photographs

House photographs

Digitally linked registration records

Unique property identification numbers

According to Shivakumar, all records after 2004 have been digitally integrated with Sub-Registrar offices to prevent fraud and fake documentation.

“If anyone submits fake documents and obtains a Khata, there is also a system to cancel it,” he stated.

“My E-Khata” Campaign Every Saturday

The Deputy CM announced that the “My E-Khata, My Hakku” campaign would now be conducted every Saturday.

He said Bengaluru currently has around:

23 lakh properties

Out of which 16 lakh are A-Khata properties

And nearly 7 lakh are B-Khata properties

He acknowledged that citizens had long faced harassment and corruption at lower administrative levels for Khata-related work.

“That is why this campaign is being organised every Saturday,” he said.

Reduced Fee for Khata Conversion

Shivakumar said the government has provided a major concession for property owners seeking Khata conversion.

Normally, citizens would have had to pay nearly 5% of the property value as charges.

However, under the special 100-day campaign:

Citizens need to pay only 2% fee for conversion

He called it a “golden opportunity” for Bengaluru property owners.

Easier Loans and Property Value Increase

The Deputy CM stated that converting B-Khata properties to A-Khata would significantly improve property value and help owners obtain:

Bank loans

Legal property documentation

Civic services and approvals

Warning Against Middlemen and Corruption

Shivakumar urged citizens not to pay bribes to anyone — including officials or political intermediaries.

He said the government would introduce a dedicated complaint mechanism and helpline number for reporting corruption.

“If any official asks for a bribe, strict action will be taken,” he warned.

“Bhu Guarantee” Called Sixth Guarantee Scheme

The Deputy CM described the initiative as the government’s sixth guarantee programme, branding it as “Bhu Guarantee.”

He said Karnataka’s digital land and property reforms were becoming a model for the rest of the country and added that even the Central Government had appreciated the state’s efforts.
