Bengaluru, Nov. 22: Deputy Chief Minister D.K. Shivakumar has ordered the formation of a Special Investigation Team (SIT) to probe widespread negligence and irregularities in land acquisition cases handled by the Irrigation Department and the Bengaluru Development Authority (BDA). He warned that the state is at risk of a massive financial liability of nearly ₹5 lakh crore if systemic lapses are not fixed immediately.

Shivakumar, who also heads the Bengaluru Development and Water Resources portfolios, addressed the media after a high-level review meeting at Vidhana Soudha.

“Officers Will Be Suspended, Lawyers Will Be Removed”

The Deputy CM said the SIT will examine:

  • Failure to file appeals on time
  • Missing documentation
  • Wilful negligence
  • Suspected collusion between officers, lawyers and claimants

“Those responsible will not be spared. Erring officials will be suspended and negligent lawyers will be dismissed. We will fix accountability at every level,” he said.

61,843 Cases Pending Across Irrigation Corporations

The scale of pending litigation is enormous:

  • 61,843 cases pending in the Irrigation Department
    • KNNL: 25,356
    • VJNL: 2,856
    • CNNL: 4,455
    • UKP, R&R, KBJNL: 29,176

He said the recent decision to enhance compensation in the Krishna Bhagya Jal Nigam cases required ₹75,000 crore alone.

Compensation Explodes From ₹9 Lakh to ₹20 Crore

Shivakumar highlighted shocking escalation in compensation due to legal lapses:

“In several cases where the department fixed compensation at ₹9 lakh, courts enhanced it to ₹9 crore, ₹10 crore, even ₹20 crore. These are glaring failures.”

He said multiple appeals were never filed or filed too late, creating huge liabilities.

Revenue Department Found Serious Delays

A preliminary probe revealed that:

  • Revenue & legal officers failed to file appeals within deadlines
  • Key case files were ignored
  • Multiple cases were kept pending for years

A detailed report is expected within 10–15 days, after which a full SIT will begin the investigation.

219 Government Lawyers Under Review

Shivakumar said:

  • 219 lawyers represent the Irrigation Department in various courts
  • Many have shown “zero accountability”

“They will be replaced. New lawyers will be appointed to safeguard government interests.”

Legal Monitoring Units in Bengaluru & Delhi

To prevent future lapses, the government will establish:

  • A dedicated legal documentation unit
  • A centralised monitoring team for Supreme Court, High Court, and district court cases
  • A database to track arguments, filings and deadlines

New Authority to Settle Cases Outside Court

The Deputy CM said the state will use provisions in the new law to set up a quasi-judicial authority headed by retired judges to settle land compensation disputes without approaching courts.

“This will save time, reduce litigation and protect public money,” he said.

BDA, GBA and Business Corridor Cases to Be Fast-Tracked

Shivakumar said special attention will be given to:

  • BDA land acquisition cases
  • Greater Bengaluru Authority (GBA) cases
  • Bengaluru Business Corridor Road 1 & Road 2

Compensation distribution must begin within a month, he said.

“If officers delay, they will be replaced.”

Mekedatu Project to Be Implemented Phase-Wise

The Deputy CM confirmed that Karnataka has received the recent legal verdict copy and will:

  • Update the DPR
  • Hold all-party meetings
  • Lead a delegation to Delhi
  • Initiate discussions with CWMA and CWC

“Our water, our rights,” he said.
