Karnataka Extends Reduced Betterment Levy for New ‘A’ Khata Approvals Under GBA Till August 23

Bengaluru: The Karnataka Government has extended the concessional betterment levy for obtaining new ‘A’ Khata approvals under the Greater Bengaluru Authority (GBA) till August 23, 2026, reducing the levy from 5% to 2% of the notified guidance value for eligible properties.

According to a revised Government Order issued by the Urban Development Department on July 24, 2026, the concession will apply to applications seeking new ‘A’ Khata approval under the single-window permission system until August 23, 2026. All other conditions of the earlier notification remain unchanged.

The order follows a proposal submitted by the Greater Bengaluru Authority, which stated that resident welfare associations and various organisations had represented that charging a 5% betterment levy for new ‘A’ Khata approvals, while 2% was being charged for conversion from ‘B’ Khata to ‘A’ Khata, created disparity among similarly placed property owners.

The GBA informed the government that around five lakh applications are expected for new ‘A’ Khata, but only about 7,000 applications had been received so far. It recommended extending the reduced 2% levy to new ‘A’ Khata applications as well, saying it would benefit property owners and improve revenue for the five city corporations under the Greater Bengaluru Authority.

Under the revised order, applicants seeking new ‘A’ Khata approvals on or before August 23, 2026, will pay a betterment levy of 2% instead of 5%. The concession will also apply to applications that have already been submitted and approved but where the levy has not yet been paid, provided payment is made on or before August 23, 2026. Revised demand notices will be generated through the online system for such cases.

The government clarified that the concession will not be available after August 23, 2026. Applications approved thereafter will attract the original 5% betterment levy in accordance with the existing notification.
