Bengaluru: Justice H N Nagamohan Das, who heads the one-man commission tasked with recommending internal reservation among Scheduled Castes in Karnataka’s government jobs and educational institutions, submitted his comprehensive report to Chief Minister Siddaramaiah on Monday.
Chief Minister Siddaramaiah confirmed the development, stating, “The report has been submitted. We will present it before the state cabinet on August 7 and take a decision accordingly.”
Justice Das revealed that the report comprises 1,766 pages and is based on an extensive state-wide survey involving 27,24,768 Scheduled Caste households and 1,07,01,982 individuals.
“This report now belongs to the state government. I no longer have any control over it. The decision to accept or reject it rests solely with the government,” Justice Das remarked during a press briefing.
The retired High Court judge explained that the commission was constituted on January 1, 2025, and he submitted an interim report on March 27, highlighting ambiguities in the available data and recommending a fresh survey. Acting on this recommendation, the state cabinet ordered a new survey, which was conducted between May 5 and July 6, 2025.
According to an official statement, Justice Das did not draw any salary, remuneration, or honorarium for his work on the commission.
The report is likely to play a crucial role in shaping Karnataka’s policy on internal caste-based quota allocation within the Scheduled Caste category, a politically sensitive and socially impactful issue.
