Govt nod for Parking Policy 2.0

DULT to prepare Area Parking Plans, BBMP to be fee collector

BENGALURU:

In yet another pain point for Bengalureans still suffering from the fall-out of the Covid-19 pandemic, the BJP government has imposed one more financial burden on taxpayers with a proposed parking fee for vehicles on the city streets.

By an order of February 2, the state government has given its approval for ‘Parking Policy 2.0’ for Bengaluru.

The order issued by Under Secretary (PMC), Urban Development Department, Lalithabai K, said: “The Directorate of Urban Land Transport shall prepare the Area Parking Plans in accordance with the policy. Further, the Bruhat Bengaluru Mahanagara Palike shall implement the parking policy 2.0 for Bengaluru as per the Area Parking Plans and in accordance with the approved policy.”

Latest ‘avatar’

In 2012, a parking policy was prepared for Bengaluru city by the Directorate of Urban Land Transport (DULT) and adopted by BBMP. Subsequently, a parking action plan for the core area of Bengaluru was prepared by DULT and BBMP.

However, there was a need to revise the parking policy due to rapid changes in parking demand with the introduction of metro rail, suburban rail and shared mobility services (like Ola, Uber and rental bikes), and also to align with the Comprehensive Master Plan and the Draft Revised Master Plan for Bengaluru, which recommends TOD-led development to contain the urban sprawl.

Aims of Parking Policy 2.0

1) Move from chaotic parking to well organised parking.
2) Move from free parking to paid parking.
3) Move from government- driven parking supply to PPP/market-driven parking supply and management.
4) Move from weak enforcement of parking regulations to active management of parking demand.

As per the policy, Area Parking Plans need to be prepared for all BBMP zones and these plans need to be implemented by BBMP.
