Bengaluru: Property owners in Bengaluru will be able to apply online for Khata bifurcation from September 28 under a new module planned by the Greater Bengaluru Authority (GBA), as the authority rolls out e-Aasthi 2.0 with simpler document uploads, record-correction workflows and application tracking.
Greater Bengaluru Development Minister Krishna Byre Gowda launched the upgraded property-record and e-Khata management platform on Tuesday. The proposed bifurcation module will let eligible owners submit applications and required plans online, with processing subject to the applicable rules and approvals, according to the launch statement.
The September 28 service is part of a phased rollout. The platform also provides digital workflows for New Khata, Bulk New Khata, subdivision and amalgamation, with modules being introduced in stages to maintain continuity of services.
Draft e-Khata and Final e-Khata: two different stages
Byre Gowda said Bengaluru has more than 35 lakh properties. Around 23–24 lakh property records have been digitised and Draft e-Khatas issued, while around 11 lakh owners have obtained their Final e-Khata.
Owners who have not yet obtained the final document can complete the process by submitting the required information, he said. The digitised-record count and the number of Final e-Khatas therefore represent different stages of the exercise.
Corrections, older deeds and online tracking
The upgraded system is intended to address common problems such as errors or changes in names, records continuing in a previous owner’s name and discrepancies in property extent. It offers structured workflows for corrections after e-Khata issuance, with clearer processing and approval trails.
It also supports multiple deeds relating to a property, including historical deeds from before and after 2004. Inheritance and mutation processes are being streamlined through authenticated data and integration with relevant government systems.
Improved application-status tracking is intended to let residents see where their applications stand and help officials monitor pending cases and disposals. Owners outside Karnataka, including NRIs, can apply for and obtain e-Khata online, subject to the applicable verification requirements.
Kaveri, BESCOM and BWSSB integration
The platform is being integrated with Kaveri, BESCOM and BWSSB so that relevant registration and property information can be exchanged and records updated using e-Khata data. The stated objective is to reduce repeated submission of information already held by government agencies.
“Some aspects of the existing system, including the process of uploading documents, were difficult for citizens. We have therefore worked on e-Aasthi 2.0 to make the system simpler, faster, more transparent and more citizen-friendly,” Byre Gowda said.
Beyond digitising records
The predecessor platform was rolled out in October 2024 and received the National e-Governance Gold Award 2025, according to the statement. The in-house developed upgrade builds on that digitisation effort with greater automation and capacity to expand.
The GBA is developing a wider property-management architecture for the authority and Bengaluru’s five city corporations. It envisages connecting geo-referenced property records with property tax, urban planning, building-plan approvals and other datasets.
The changes are designed to reduce paperwork, physical visits and dependence on intermediaries. Their rollout is being phased, and individual services remain subject to verification and approvals.
Chief Commissioner Maheshwar Rao, Special Commissioner Muneesh Moudgil, City Municipal Commissioner Jagadish G., D S Ramesh, Pommala Sunil Kumar, joint commissioners and IT and other departmental officials attended the launch.
