BELAGAVI:
Chief Minister Siddaramaiah has issued instructions to initiate the distribution of the first phase of drought relief, amounting to Rs. 2,000/-, within the next week. This directive was given during a meeting with Additional Chief Secretaries, Principal Secretaries, and Secretaries of the Government at Suvarna Vidhana Soudha in Belagavi today.
In light of the severe drought affecting the state, it is imperative that officials work with utmost urgency. The Chief Minister suggested that district in-charge secretaries inform the district in-charge ministers about their visits to the district, along with the inspections conducted and supporting statistics.
Regarding the disbursement of the first installment of relief, the officers were directed to take necessary action in formulating guidelines for expediting the disbursement process through Direct Benefit Transfer (D.B.T).
“The proper functioning of the government relies heavily on your role. You are the eyes and ears of the government. We, politicians and bureaucrats, are here to serve the people,” emphasized the Chief Minister, stressing the importance of swift action in completing the people’s work.

Out of the 143 announcements made in the budget speech, government orders have already been issued for 83 of them, which have been successfully implemented. The Chief Minister urged the officials to expedite the implementation of the remaining announcements.
He further emphasized the need to prioritize all eligible beneficiaries registered in the guarantee schemes.
The Chief Minister also instructed the officers to be present during sessions and provide appropriate advice to the ministers. Additionally, he emphasized the importance of promptly disposing of files in the departments. The progress of pending files will be reviewed during cabinet meetings.
Furthermore, cases of court violations in various departments should be discussed with the Advocate General, and necessary action should be taken for resolution.

The district in-charge secretaries should ensure that the Deputy Commissioners are conducting Jana Samparka meetings. It is emphasized that the government’s reputation will be determined by their performance.
Unless absolutely necessary, notes should be written exclusively in Kannada in the files. Kannada is our state language and holds a significant place in our culture.
The Chief Minister has advised giving priority to curbing unnecessary expenditure. When preparing the tender estimate, it is crucial to comprehensively include all aspects. The Chief Minister expressed dissatisfaction with the submission of revised estimates, as it not only increases the project’s cost but also causes delays. To address this issue, the Finance Department has established a committee of senior officers to formulate guidelines. The committee is in its final stage and will soon be submitted to the Chief Minister, Finance Department, and Additional Chief Secretary to the Chief Minister, L.K. Ateeq.
The tax collection departments should strive for greater efficiency. Additionally, it is recommended that all secretaries study the recommendations made by the Administrative Reforms Commission-2 regarding the increase in non-tax revenue.
The meeting was attended by Chief Ministers Political Secretaries K. Govindaraju and Naseer Ahmed, Chief Secretary to Government Dr. Rajneesh Goel, Additional Chief Secretary to Government and Development Commissioner Shalini Rajneesh, and other senior officers.
