DK Shivakumar Keeps Finance, But Bengaluru Slips Away; Krishna Byre Gowda Gets Mega City Development Portfolio
Bengaluru, June 4: Chief Minister D.K. Shivakumar may have retained control of the powerful Finance Department, but the biggest surprise in the Karnataka Cabinet portfolio allocation was the decision to hand over Bengaluru’s development machinery to senior Congress leader Krishna Byre Gowda.
The official notification issued on Thursday, based on the advice of the Chief Minister, allocated the newly created Greater Bengaluru Development portfolio to Krishna Byre Gowda. The department will oversee the Greater Bengaluru Authority (GBA), all five Bengaluru City Corporations, BWSSB and BMRCL — effectively placing the future of India’s technology capital under his watch.
The decision has triggered intense political discussion within Congress circles because many party leaders and supporters had expected D.K. Shivakumar to personally retain Bengaluru’s development portfolio, given his long-standing association with the “Brand Bengaluru” vision and his direct involvement in civic infrastructure initiatives.
Instead, the Chief Minister chose to keep Finance, Cabinet Affairs, Personnel and Administrative Reforms, Intelligence and all unallocated subjects, while entrusting Bengaluru’s urban transformation agenda to Krishna Byre Gowda.

Rahul Gandhi Factor?
Congress insiders indicate that Krishna Byre Gowda’s elevation is being viewed as a strong endorsement from the party’s central leadership. Sources suggest that senior Congress leader Rahul Gandhi played a key role in backing Byre Gowda’s expanded responsibilities, although there has been no official confirmation from the party.
Political observers believe the move signals an attempt by the Congress high command to balance power between the government and the organisation while creating multiple leadership centres within the administration.
Ramalinga Reddy Unhappy?
The allocation has also generated discussion over ministerial expectations within the Cabinet.
Sources indicate that senior leader Ramalinga Reddy was hoping to secure the Bengaluru Development portfolio, particularly because of his long administrative experience and strong political base in the city. However, he has instead been allocated the Major and Medium Irrigation Department.
While there has been no public statement from Ramalinga Reddy, party insiders claim that the allocation has led to disappointment among some of his supporters.
Bengaluru’s Future Under New Leadership
With Bengaluru facing mounting challenges ranging from traffic congestion and flooding to water security and civic governance, Krishna Byre Gowda now assumes one of the most politically sensitive portfolios in the state government.
His department will directly influence key agencies responsible for urban planning, water supply, metro expansion and the implementation of the Greater Bengaluru governance model.
The portfolio allocation has therefore emerged as one of the most closely watched decisions of the new D.K. Shivakumar government, setting the stage for a new power equation in Karnataka politics and a fresh chapter in Bengaluru’s development journey.
