Bengaluru, Feb 9: Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar on Monday announced a sweeping transformation of the city’s property administration and urban infrastructure, stating that 25 lakh properties across Bengaluru have been digitised and 9 lakh e-Khatas have already been issued to citizens.

Speaking after distributing Khata certificates to beneficiaries at Vidhana Soudha, Shivakumar said all municipal corporations have been instructed to launch a free Special e-Khata campaign to ensure hassle-free access to property documents without bribes.

Property Digitisation a Historic Reform

Calling property digitisation one of the most significant governance decisions in decades, Shivakumar said Bengaluru’s property records had remained untouched for nearly 50 years.

“All property documents have now been scanned and brought under the e-Khata system. Our objective is to stop tax leakage and bring transparency. We have integrated Aadhaar linking and enabled verification through the Kaveri software at Sub-Registrar offices,” he said.

He stressed that citizens can now obtain e-Khatas without paying a single rupee as bribe, and officials have been directed to deliver Khata documents to citizens’ doorsteps.

“This reform has given me the greatest satisfaction in my public life. Many people earlier did not even know in whose name their property stood. The Central Government has officially appreciated our officers for this work,” he added.

B-Khata to A-Khata Conversion in 15 Days

Shivakumar announced that under the Uniform Land Record Management System, applications for conversion from B-Khata to A-Khata will now be processed within 15 days.

Field verification will be conducted before issuing A-Khatas

He also revealed that 1.20 lakh citizens who only had sale deeds but no Khata applied under the scheme:

60,000 applications approved
40,000 rejected
15,000 under various stages of scrutiny
A fresh review is underway to reassess rejected applications.

Nambike Naksha & Revenue Gains

Under the Nambike Naksha (Trust Map) Scheme, 12,000 maps have been issued, significantly reducing corruption and speeding up approvals.

₹1,200 crore revenue collected within GBA limits
TDR beneficiaries under the Bengaluru Business Corridor project to receive enhanced benefits

He also said Premium FAR, earlier stalled, is now gaining traction after legal clearance, with an expected revenue of ₹1,000 crore.

Infrastructure & Mobility Projects

Shivakumar outlined major infrastructure initiatives:

150 km White-topping works worth ₹1,700 crore nearing completion
Phase-2 white-topping worth ₹7,500 crore to begin soon
₹690 crore black-topping works approved
1.5 km cut-and-cover tunnel planned near Mekhri Circle
Double-Decker Corridor DPR ready for 44 km project costing ₹9,000 crore
Tunnel road DPR from KR Puram to Mysuru Road under progress

Water, Housing & Civic Development

775 MLD Cauvery water supplied, with ₹7,000 crore investment
110 villages finally receiving Cauvery water after 2007 delay
Door-to-door tanker supply and “Sarala Cauvery” scheme enabled installment payments
₹50 crore allocated for street vendors
Roads along stormwater drain buffer zones underway at three locations

17,000 Sites to Landowners

Under the Shivaram Karanth Layout, courts directed compensation to land losers:

34,977 sites developed
17,000 sites to be allotted to original landowners
75% consent already received
A mass allotment event will mark BDA’s 50th anniversary, he announced.

GBA Elections & Political Remarks

Shivakumar confirmed that preparations for GBA elections across five corporations are complete, including ward delimitation and reservation, with affidavits submitted to the High Court.

Responding to criticism over granting cabinet-rank status to 54 board and corporation chairpersons, he said,
“There is nothing wrong in empowering party workers who brought us to power. BJP has done this before—we have followed their model.”
