Two of them are non-IAS officers, whereas BBMP Act says only IAS officers can be Zonal Commissioners

Alongside appointing IAS officers Gaurav Gupta and Rakesh Singh to the top two posts in BBMP, the state government on Wednesday also appointed Zonal Commissioners to the civic agency’s 8 zones with effect from April 1. One of the appointees, Randeep D, has been given charge of two zones. However, in what seems like a departure from the BBMP Act, two of the new Zonal Commissioners – Ravindra SG and B Reddy — are non-IAS officers.
The order issued by the Urban Development Department on Wednesday noted that the BBMP Commissioner’s post has been upgraded to Chief Commissioner from April 1.
Furthermore, the following officers who are working as Special Commissioners of BBMP’s 8 zones have been appointed as Zonal Commissioners.
East zone: Manoj Jain, Special Commissioner (Projects)
West zone: Basavaraja S, Special Commissioner (Revenue)
South zone: Tulasi Madinani, Special Commissioner (Finance)
Dasarahalli zone: Ravindra SG , Special Commissioner (Welfare)
Rajarajeshwari Nagar zone: B Reddy Shankar Babu, Special Commissioner (Properties, Education, Market)
Bommanahalli zone: Rajendra Cholan P, Special Commissioner (Health & Information Technology)
Mahadevapura zone: Randeep D, Special Commissioner (Solid Waste Management)
Yelahanka Zone: Randeep D, Special Commissioner (Administration)
The order has clarified that all the zonal Joint Commissioners will have to work under the Zonal Commissioners.
