Lokayukta Orders Probe into KR Circle Underpass Flooding, Fix Responsibility on Civic Agencies

Bengaluru: The Karnataka Lokayukta has initiated action over repeated flooding at the KR Circle underpass, raising serious concerns over civic negligence and lack of coordination among agencies. The move follows a recent inspection after the underpass was once again waterlogged on April 29, 2026.

On April 30, 2026, the Lokayukta, along with the Upa-Lokayukta and officials from Karnataka Lokayukta and other departments, visited the spot to assess the ground situation.

During the inspection, the Lokayukta took note of a tragic past incident dated May 22, 2023, when heavy rains had led to severe waterlogging at the same underpass. Despite the dangerous conditions, the road had reportedly been kept open for vehicular movement, resulting in the death of a software professional, Bhanurekha, whose car got submerged in the flooded underpass.

Following that incident, a suo motu case had been registered against concerned officials, and detailed reports were sought from BBMP and technical divisions. Investigations revealed lapses in responsibility, with departments shifting blame between drainage and road infrastructure wings.

Based on findings and continued public hardship, the Lokayukta has now ordered identification of responsible officials and initiation of legal action against those who failed in their duties. The directive also calls for a permanent solution to the KR Circle underpass flooding issue.

In a significant step, senior officials including the Chief Secretary, Additional Chief Secretary (Urban Development), Chief Commissioner of Greater Bengaluru Authority, and Civic Commissioner have been made respondents in the case.

All concerned authorities have been directed to submit their responses, and the matter is scheduled for hearing on May 20, 2026, at 12:30 PM.

The development underscores growing accountability pressure on civic bodies amid recurring urban flooding issues in Bengaluru, especially at critical traffic junctions like KR Circle.
