Bengaluru: The Bengaluru Smart City Limited has imposed a penalty of ₹4 lakh on JMC Constructions and Ocean Constructions for failing to implement mandatory safety measures during white-topping works in the city. The action was taken after contractors neglected to provide barricades, warning signboards, and protective arrangements for pedestrians and motorists at project sites.

According to officials, both contractors have each been fined ₹2 lakh as a “first warning penalty.” They have also been directed to immediately put in place the required safety measures and expedite the pace of white-topping works.

Chief Secretary’s Inspection:

On Friday, Karnataka Chief Secretary Shalini Rajneesh inspected the Outer Ring Road and Panathur Road stretches, reviewing the ongoing infrastructure works. She issued strict directions to:

  • Accelerate white-topping projects in Bengaluru.
  • Complete all pending works by the end of November 2025.
  • Ensure alternative traffic routes are provided during construction to reduce public inconvenience.

The Chief Secretary emphasized that safety at construction sites is non-negotiable and warned that repeated violations by contractors will invite harsher penalties.

Official Statement:

Dr. B.S. Prahlad, Technical Director, Bengaluru Smart Infrastructure Limited company, confirmed the fines and stated:

“Both contractors have been penalized for failing to maintain basic safety standards at white-topping sites. They have been given two days to rectify lapses and speed up the completion of works.”
