Bengaluru: In a strong move to curb habitual criminal activity, the Mahalakshmi Layout Police have detained a notorious rowdy-sheeter, Vinay Kumar alias Minda (30), under the provisions of the Goonda Act.
Vinay Kumar, a known rowdy element of the Mahalakshmi Layout Police Station limits, has been involved in multiple serious offences across several police jurisdictions in Bengaluru, including Nandini Layout, Peenya, Vyalikaval, S.R. Nagar, and Wilson Garden.
Police records show that he has been active in criminal activities since 2010, with a total of 29 cases registered against him until December 2025. These include grave charges such as murder, attempt to murder, extortion, dacoity, conspiracy, rioting, assault, and rape.
In a recent attempt to murder case registered at Mahalakshmi Layout Police Station in 2025, he was arrested on December 14, 2025, and remanded to judicial custody. However, police stated that he violated bail conditions and remained absconding without appearing before the court in pending cases.
Considering his continued involvement in criminal activities and the fear he created among the public, police initiated proceedings to detain him under the Goonda Act. The proposal was processed through the Assistant Commissioner of Police (Malleswaram Sub-Division) and Deputy Commissioner of Police (North Division), and later reviewed by the Commissioner of Police.
Following due procedure, the report was forwarded to the Advisory Board of the High Court and the Government of Karnataka. Based on this, the state government issued an order on April 2, 2026, directing that the accused, who is currently in custody, be detained under the Goonda Act for a period of one year.
Police officials said the action aims to maintain law and order and prevent further criminal activities by habitual offenders in the city.
