Bommai directs BWSSB to complete UGD work, BBMP to desilt small drains

BENGALURU:

As an immediate measure to prevent the recurrence of the rain-related flooding experienced by Bengaluru in recent days, Chief Minister Basavaraj Bommai has instructed officials to complete revamping of 30 km of rajakaluves (major storm water drains) in the city by the end of January.

Speaking to media persons on Wednesday after a meeting at the BBMP head office, Bommai said the priority was to increase the carrying capacity of the storm water drains so as to prevent flooding in low-lying areas downstream of lakes.

“The present stone-lined rajakaluves need to have an RCC lining. The rajakaluves in the outskirts have a mud lining which needs to be concretised. They also need to be widened. Action is needed to remove obstacles at many places for smooth flow of water,” Bommai said.

’94 critical spots’

“Executive Engineers have been instructed to monitor the progress of works in their respective areas. The city has about 842 km of rajakaluves across 4 valleys — Vrishabhavati, Hebbal, Chellaghatta and Koramangala. Work on 415 km has been completed and work on 40 km of the 75 km sanctioned in 2019-20 has been completed. There are 94 critical spots which need to be rectified. I have directed completion of these works within 2 months,” Bommai said.

BBMP to prepare DPR

“Work on 51 km of primary drains and 38 km of secondary drains should be taken up immediately. The BBMP Special Commissioner has been instructed to prepare a DPR for this project which will cost Rs 900 crore,” the CM said.

Bommai said he had instructed the BWSSB Chairman to ensure speedy completion of underground drainage works in many layouts, while. BBMP had been instructed to desilt the small drains. The Chief Minister instructed officials to prepare a comprehensive plan based on prevailing conditions to address the flooding problem permanently in all 4 valleys in the city.

‘Raze illegal structures’

About 2,626 structures encroaching on rajakaluves have been identified, of which 1,480 have been cleared. Legal action has been initiated over 714 structures. Demolitions will be be carried out without causing inconvenience for the poor by giving them time, while big builders will be proceeded against immediately, the CM said.

Contract engineers

BBMP has been instructed to recruit 130 contract engineers to oversee civic works. On the issue of city potholes, Bommai said work would be taken up immediately after the rains stop.

Bommai’s checklist for Bengaluru:

*Time-bound completion of works on primary drains.

*Immediate steps to prevent flooding of houses and roads.

*Works under NDRF and SDRF to be completed by January.

*CM to personally review progress of works on primary drains on CM’s Dash Board every fortnight.

*CM to call up engineers personally to seek information on progress of works and those found lax in the works will be suspended.

*Remove encroachments without any hesitation.

*Immediate approvals to be given for comprehensive plan based on ground realities to address the flooding issue permanently.

*All the works should be completed within one and a half years.

*Dilapidated drains should get RCC lining for smooth flow of water.

*Officers should work with commitment and work will be reallocated for engineers.

*Untreated water should not be let into storm water drains. Treatment plants should be augmented.
