From Student Politics to Karnataka Chief Minister: The Long, Turbulent and Relentless Rise of D.K. Shivakumar

Born into an influential agricultural family in Doddalahalli near Kanakapura in Ramanagara district, D.K. Shivakumar’s political journey began long before he entered electoral politics. Those who knew him during his college days recall a young man obsessed with politics and public life.

Shivakumar often said that he had come to Bengaluru not to merely study but to build a political career. During his student days at RC College, he actively participated in student politics through the National Students’ Union of India (NSUI), the Congress party’s student wing.

His rise within the Congress organization was rapid.

By 1983, he had become General Secretary of the Karnataka Youth Congress. Even before turning 30, he had established himself as one of the most promising young leaders in the state.

His first electoral victory came at the age of 25 when he was elected to the Bengaluru District Zilla Parishad.

In 1989, Shivakumar contested from Sathanur Assembly constituency and suffered a setback after losing to Janata Dal heavyweight and future Prime Minister H.D. Deve Gowda. However, the defeat did little to dent his political ambitions.

Just a year later, in 1990, he entered the cabinet of then Chief Minister S. Bangarappa as Minister of State for Prisons.

Interestingly, Shivakumar was reportedly disappointed with the Prisons portfolio. According to political anecdotes frequently narrated by Congress leaders, Bangarappa then told him something that would become legendary years later.

Bangarappa is said to have told the young minister: “I became Chief Minister after serving as Prisons Minister. One day, you too will become Chief Minister.”

More than three decades later, that prediction is becoming reality.

Over the years, Shivakumar steadily expanded his political influence.

He served in various Congress governments, handling key portfolios including Cooperation, Urban Development, Energy and Water Resources.

During the S.M. Krishna era, he emerged as one of the most influential ministers in Karnataka politics. Later, in Siddaramaiah’s first government, he served as Energy Minister and played a significant role in the state’s power sector reforms.

Following constituency delimitation in 2008, Shivakumar shifted to Kanakapura Assembly constituency and has continued to win from the seat election after election, building one of the strongest political bastions in Karnataka.

However, his political journey was far from smooth.

One of the most difficult phases came between 2004 and 2013.

The Congress-JD(S) coalition government led by Dharam Singh witnessed significant internal political tensions. Shivakumar’s ministerial ambitions were repeatedly frustrated and he spent long periods outside positions of power.

Even after Congress returned to power in 2013 under Siddaramaiah, Shivakumar was initially kept out of the cabinet amid opposition from sections within the party and civil society activists. It took intervention from the Congress high command before he was eventually inducted into the ministry.

Yet the biggest challenge of his career arrived years later.

In 2019, Shivakumar was arrested by the Enforcement Directorate in a money laundering case linked to alleged financial irregularities. He spent several weeks in Delhi’s Tihar Jail, becoming one of Karnataka’s highest-profile politicians to face incarceration.

For many leaders, such an episode might have marked the beginning of political decline.

For Shivakumar, it became a turning point.

The images of a visibly emotional Shivakumar entering Tihar Jail generated sympathy among Congress workers across Karnataka. The party leadership stood firmly behind him.

One of the defining moments during that period came when Congress leader Sonia Gandhi personally met Shivakumar after his release. The gesture was widely interpreted within Congress circles as a sign of the leadership’s trust and confidence in him.

Party leaders frequently cite that period as the moment when Shivakumar’s relationship with the Gandhi family deepened significantly.

Soon afterwards, he was appointed President of the Karnataka Pradesh Congress Committee (KPCC), a role that transformed his political stature.

As KPCC President, Shivakumar undertook one of the most challenging assignments in Karnataka Congress history — rebuilding a party that had suffered repeated setbacks.

Working alongside Siddaramaiah, he helped engineer the Congress comeback in the 2023 Karnataka Assembly elections.

The Congress won a decisive mandate and returned to power after defeating the BJP.

Despite being a leading contender for the Chief Minister’s post, Shivakumar ultimately stepped aside after intervention by the Congress high command, allowing Siddaramaiah to become Chief Minister while he accepted the position of Deputy Chief Minister.

Even then, political observers believed his wait was only temporary.

Over the next three years, Shivakumar remained one of the most powerful figures in the government, overseeing major infrastructure projects while simultaneously maintaining control over the party organization.

Beyond Karnataka, he increasingly emerged as one of Congress’s most trusted crisis managers.

Whether it was managing political crises, election campaigns or organisational challenges in different states, Shivakumar became a key troubleshooter for the Congress leadership.

His role in protecting Congress governments during periods of political instability, including the famous resort politics episodes involving legislators, further strengthened his standing within the party.

Congress insiders often describe him as a leader who combines organisational skills, political aggression and resource mobilisation capabilities in a way few contemporary leaders can match.

His famous declaration — “I am a Congress man” — became symbolic of his image as a leader who remained loyal to the party despite setbacks, investigations, jail terms and repeated disappointments.

Today, at 64, D.K. Shivakumar stands on the threshold of achieving what has been his lifelong political ambition.

From a student activist in Bengaluru to a seven-time MLA, from a young Prisons Minister to a Tihar inmate, from KPCC President to Deputy Chief Minister, and now to the state’s highest elected office, his journey reflects one of the most dramatic political stories in contemporary Karnataka.

As he prepares to occupy the Chief Minister’s chair on the third floor of Vidhana Soudha, supporters see the moment as the reward for decades of perseverance.

For Shivakumar, however, the biggest challenge may only be beginning.

The man who spent years striving to become Chief Minister must now prove that he can govern Karnataka while balancing competing political interests, fulfilling public expectations and preparing the Congress for the battles that lie ahead in 2028 and beyond.
