BBMP launches E-Aasthi DigiLocker for property owners

Digital format will have 46 components, including pix of property and owner

100 core city wards to be covered in first phase; pilot wards are Shanthala Nagar, Neelasandra and Shantinagar

BENGALURU:

In one stroke, the Bruhath Bengaluru Mahanagara Palike has scrapped the existing practice of issuing property ownership certificates in the form of paper khatas and has decided to go digital.

With the ostensible objective of protecting people from getting duped by fake property documents, BBMP has decided to put all property-related documents into DigiLocker. Aimed at providing paperless governance to Bengalureans, the exercise will first cover 100 core wards for E-Aasthi — Property Records Management System. To kickstart the project, the civic agency has selected three wards under Shantinagar assembly constituency, which will transition to E-Aasthi with immediate effect.

98 outer wards to follow

The 100 core city wards fall under BBMP’s east, west and south zones, while the remaining 98 wards in the outer areas will be covered after six months. The 100 wards consist of 7.5 lakh properties, while the three wards selected for the project under phase one will cover 23,000 properties.

The three wards are Shanthala Nagar (ward 111), Neelasandra (116) and Shantinagar (117). The remaining 97 wards will be covered in the next two weeks.

BBMP has decided to scrap the paper khata extract and certificate with immediate effect. The digital format will have 46 components, including pictures of property and property owners, with the objective of preventing fraudulent property transactions at sub-registrar offices. Property owners will need to cooperate with BBMP revenue officers to ensure the success of the DigiLocker project.

Announcing this radical new property record system at a presser on Friday, BBMP Commissioner N Manjunatha Prasad sought feedback from taxpayers to fix any glitches in the system and make it user-friendly.

The project is a joint exercise of BBMP’s revenue department officials and National Informatics Centre, which has developed the E-Aasthi software.

Khatas now null & void

Prasad stated that khata extracts and certificates are now null and void in the core 100 wards with immediate effect.

Owners to approach AROs

“To make the project very simple and easy, property owners will have to visit the concerned assistant revenue officers to get their property details locked under DigiLocker. I have directed revenue officials in all these core 100 wards to stop issuing manual khata extracts and certificates. Initially our staff will help property owners to fill these 46 components and all these details will have to be shared by the property owners. Once all the components are filled and okayed by the assistant revenue officer, the details will be sent to DigiLocker. After the initial period of the project, we will open up the platform for individuals so that they can fill the 46 components on their own to help officers speed up the project,” he said.

Further underlining the objective of BBMP, Prasad stated unequivocally, “Without E-Aasthi, no property transaction will take place in Bengaluru.”
