Civic chief writes to Inspector General of Registration and Commissioner of Stamps, Bescom’s Managing Director, BWSSB Chairman and Lead Bank’s divisional manager, asking them not to entertain handwritten khata documents given by BBMP

The E-Aasthi pilot project to digitise property khata certificates was aimed at completion in one month, but 11 months later it is still labouring along. Now, BBMP has extended the project to another 11 wards in Bengaluru.
These 11 wards are: Jogupalyaa (ward 89), Domlur (112), Agram (114), Vannarpet (115) (all these wards fall under Domlur sub-division in Shantinagar Assembly constituency), Benniganhalli (50), CV Raman Nagar (57), New Thipasandra (58), Sarvagna Nagar (79), Hoysala Nagar (80) (all under CV Raman Nagar sub-division), Jeevan Bima Nagar (88) and Konen Agrahara (113) (under Jeevan Bima Nagar in the CV Raman Nagar Assembly constituency).
“As a result, the transfer of handwritten signed documents in these wards has been completely prohibited with effect from October 8, 2021, and hence all the concerned departments have been directed to follow the guidelines issued by BBMP,” civic chief Gaurav Gupta’s letter, addressed to his government counterparts, reads.
BBMP will be creating Form A (people call this A Khata informally) or Form B (B Khata in common parlance) in the E-Aasthi software.
Owners to furnish details
An official looking after the digitisation process said BBMP will be updating all the information available with it to this software, but the concerned property owner needs to walk in with longitude and latitude details, picture of the owner, and other missing details so that it can be updated completely. This will help property owners with sale transactions, otherwise the Inspector-General of Registration and Commissioner of Stamps will not proceed with the registration, he said.
In November last year (2020), three wards, Shanthala Nagar (ward 111), Neelasandra (116) and Shantinagar (117), were selected for the pilot project.

In March 2021, BBMP could only get responses from 270 property owners in the 3 pilot wards. But as per the latest records, a total of 311 property owners have got themselves updated to the E-Aasthi project.

Now, BBMP Chief Commissioner Gaurav Gupta has directed his team in the revenue section to speed up the E-Aasthi project along with other routine work.
Other depts informed
Gupta has also written to the Inspector General of Registration and Commissioner of Stamps, Kandaaya Bhavan, to integrate properties with the E-Aasthi software with the Kaveri software.
The Chief Commissioner has also written to Bescom’s Managing Director, the BWSSB Chairman, and also to the Lead Bank’s divisional manager not to entertain handwritten documents given by BBMP as it has adopted the E-Aasthi project.
