BBMP chief Gaurav Gupta wants increased fines for improper garbage disposal

Citizens’ involvement and officers’ responsibility are equally important to get rid of the garbage menace in BBMP limits, according to retired High Court judge Subhash B Adi. Justice Adi, who is chairman of the NGT Monitoring Committee for Solid Waste Management, Karnataka, said the garbage problem needs to be addressed in a systematic manner.
Addressing a meeting on Wednesday on the Implementation of the Solid Waste Management Rules-2016 and the managing, transportation and processing of solid waste in BBMP limits, Justice Adi pointed out that Bengaluru is a major city, not only as the capital of the state, but also in the eyes of the entire nation. BBMP officials should implement the notified SWM rules in all zones with the citizens’ involvement, he said.
Bengalureans too should understand their responsibility and should segregate dry and wet waste before giving it to waste collectors, he said. About 40% of the city’s waste comes from bulk generators. The authorities need to keep track of how many people are registering for waste collection, how much waste is being collected and where the waste is being disposed of. A survey of garbage disposal sites, number of shops/apartments, type of shops and garbage collected should be made available in BBMP.

‘Awareness workshops’
BBMP marshals must monitor bulk generators in the city. If waste is not properly collected and transported, penalties should be imposed. All garbage processing plants in the city must function properly. The Environmental Pollution Control Board must regularly inspect the water and air near the garbage processing plants, Justice Adi said. He also instructed the authorities to ensure that garbage processing does not cause problems for local residents. Awareness workshops for citizens on proper disposal of garbage should be conducted, he added.
BBMP special commissioner (SWM) Dr Harish Kumar, Joint Commissioner (SWM) Sarfaraz Khan, all the zonal joint commissioners and other concerned officials were present at the meeting.

BBMP Chief Commissioner Gaurav Gupta exhorted zonal Joint Commissioners to exercise their powers in identifying and fining people for improper garbage disposal. He called for micro planning for waste disposal, and an increase in penalties for improper garbage disposal.
KSPCB member Srinivasulu said strict action was needed against those disposing of garbage improperly in the BBMP Limits. He said a buffer zone was needed around waste treatment plants.
Special Commissioner (SWM) Dr Harish Kumar, Joint Commissioner (SWM) Sarfaraz Khan, Joint Commissioners of all zones, Superintendent Engineer (SWM division) Basavaraj Kabade and other officials were present.
