Bengaluru/New Delhi, March 22: In a decisive yet politically sensitive move, the AICC has officially announced Samarth Mallikarjun Shamanur as the Congress candidate for the Davangere South Assembly by-election, intensifying the already simmering internal rift between Lingayat and Muslim leaders within the party.
The announcement, approved by Congress President Mallikarjun Kharge and signed off by AICC General Secretary K. C. Venugopal, also cleared Umesh Meti for the Bagalkot seat.
The ticket to Samarth Shamanur—grandson of veteran Congress leader Shamanur Shivashankarappa—comes despite strong resistance from minority leaders who had been vocally demanding representation for the Muslim community in Davangere South.
Sources indicate that the high command’s decision has not fully resolved the internal discord, but instead formalised one side of an ongoing power tussle.

Lingayat Lobby Gains Upper Hand
The Lingayat faction within Congress had strongly backed Samarth Shamanur, citing:
- The Shamanur family’s long-standing influence in Davangere
- Sympathy factor and legacy politics
- Strong grassroots network in the constituency
Senior Lingayat leaders had earlier lobbied aggressively, arguing that the seat was strategically crucial and required a candidate with an established base.
Minority Leaders Left Disappointed
On the other hand, prominent Muslim leaders—including ministers and MLAs—had demanded the ticket for a minority candidate, warning of political consequences if ignored.
Leaders like: Zameer Ahmed Khan, Rahim Khan, Tanveer Sait had reportedly expressed dissatisfaction in internal meetings, arguing that Davangere’s demographic balance warranted minority representation.
High Command Walks a Tightrope
Despite the pushback, the Congress high command appears to have prioritised winnability over community balancing, a move that could have implications for party unity ahead of the bypoll.
Political observers say the decision reflects:
- A strategic tilt towards dominant caste consolidation
- An attempt to retain Davangere South through legacy influence
- A risk of alienating minority support in the short term
